Euro Tech’s Norway JV Opens a New Front in the Global Ballast Water Compliance Market

DENVER, Colo. (247marketnews.com) -- Euro Tech Holdings Company Limited (NASDAQ:CLWT) is taking its ballast water treatment technology into Scandinavia through a new 50/50 joint venture in Norway, positioning the company to pursue a broader opportunity in maritime environmental compliance.

The agreement between Euro Tech’s wholly owned subsidiary, Euro Tech Global Pte Ltd., and Norwegian maritime services provider Sea Clean AS, establishes CleanPACT Environmental and Marine Engineering AS. The venture will serve as a customer experience center for PortoBallast, Euro Tech’s mobile hybrid ballast water treatment system.

The commercial opportunity centers on a persistent challenge for ship operators: ensuring that ballast water treatment systems meet discharge requirements. Ballast water helps vessels maintain stability, but discharging untreated or inadequately treated water can introduce invasive aquatic species into new environments. International ballast water management rules have made effective treatment and compliance an important operational issue for the shipping industry.

PortoBallast is designed to treat ballast water from ultraviolet (UV) and electrolysis-based treatment systems that fail to meet discharge compliance requirements. Rather than relying solely on conventional sales efforts, CleanPACT is intended to give prospective customers hands-on demonstrations, realistic treatment simulations, technical servicing, and tailored training.

The partnership also brings an established local service network into the equation. Sea Clean reports experience serving more than 2,300 vessels, with capabilities spanning equipment distribution, installation, maintenance, and compliance checks. That existing maritime reach could help Euro Tech introduce PortoBallast to shipowners and operators who need practical solutions when installed treatment systems fall short.

The company has already reached an early operational milestone: Sea Clean is setting up and commissioning the PortoBallast unit, which recently arrived at its port site in Torvastad, Norway.

The longer-term ambition extends beyond Norway. CleanPACT plans to promote PortoBallast across Scandinavia, creating a potential springboard into the wider European market and a new platform for international sales development.
